In fact, her role in the unsavory process of gerrymandering — carving up or packing together communities of voters in such a way as to protect incumbents and Republicans’ control of the Legislature — is the major reason her Democratic challenger, Titus Benton, got into the race. Most of the population growth in Texas has been driven by people of color, especially Latinos, but the new maps diminish the power of those voters.

“Finance is not just about writing the budget,” Huffman told us. “How we spend money a lot of times shapes policy, so whether we’re looking at protecting our border, whether we’re talking about supporting schools, or how we support those in need, whether it be children, whether it be those with disabilities and so forth, many of those policies can be shaped somewhat by the budget process.

Such legislation is fraught because, especially in Texas, where it could easily go too far and be abused by judges who err on the side of locking everybody up before a trial.
