Editorial: The fate of DACA should be up to Congress, not the courts

Texas is wrong on both the merits of its case, and about the costs of allowing young immigrants to remain in America and work, pay taxes and otherwise contribute to the nation. Then President Trump announced he was ending DACA, though with a six-month grace period so Congress could act. Congress never did, but meanwhile federal judges ruled that Trump’s casual discarding of DACA was itself arbitrary and illegal.
