Because of how he carries himself, as well as his humility and anti-corruption agenda, many have a soft spot for him even if they distrust his party, the ANC.So when calls mounted for him to effect a Cabinet reshuffle, it was because the country had been greatly embarrassed when arson, looting and killings happened wantonly across the country, creating an impression that our security cluster was helpless in the face of such great destruction.
The leadership of the cluster would later degenerate into petty fights, a bout of finger-pointing and a refusal to take responsibility. But this was only confirmation of what we already knew – most of Ramaphosa’s ministers were clueless and some were disinterested in their work.Before that, some ministers had been exposed at the Zondo commission for corrupt activities, which included living it up at the expense of companies that were awarded government tenders.
But when the opportunity presented itself for him to get rid of the dead wood and those with corruption allegations hanging over them, Ramaphosa turned his gaze away. Except for Nosiviwe Mapisa-Nqakula and Zweli Mkhize, who were forced out, Ramaphosa decided to “demote” ministers such as Lindiwe Sisulu, Stella Ndabeni-Abrahams, Senzo Mchunu and Ayanda Dlodlo. This was an opportunity missed to get rid of non-performers and energise the Cabinet with new faces. It was also a chance to dismantle or restructure the intelligence service, a poor performer caught in internecine wars. But Ramaphosa has chosen to bring it under the presidency, a move that does not inspire confidence and has instead spawned fears of abuse.
