Editorial: Can new conservation districts protect Houston's history?

And can opt-in zoning meet Houston's housing challenges?

Leah Binkovitz. Young girls in cheerleading uniforms greet visitors as they file into a room where a group of fourth and fifth grade students sit with their trombones, trumpets and drums, waiting to perform.

Conservation districts, which would still require approval from the city council and historic commission, promise control that can be tailored to the needs and conditions of different neighborhoods. The proposed policy includes, including garage entrance location, street parking, even building relocations and demolitions, that each area could mix and match.

But it isn’t a panacea. We support giving more tools to neighborhoods often left with few means to guide their own development, but we believe the effectiveness of the proposed conservation district designation relies on its execution and how these districts will be balanced with the city's many pressing and interconnected housing challenges:
