JEREMY MAGGS: Let’s get straight to it and start with this. The South African National Roads Agency [Sanral] has reportedly extended its e-tolls collection contract until December. In early June, the Organisation Undoing Tax Abuse [Outa], raising alarm bells that another contract to extend collections might have already been signed, which has now been confirmed by Sanral. Let’s get a view from Outa and we talk to Wayne Duvenage. Wayne, welcome to you.
So why they continued to limp on with a scheme they’ve decided and reallocated funds to settle Sanral’s debt, I just don’t know. To me, it’s ineptitude, it’s an inability to implement a decision that’s already been made. We see this often in government where they make a lot of good statements, but they just cannot implement.
Now, this issue around refunding is a concern because we don’t know where they’re going to get the money from, and Sanral is the company that has to do that, not government.JEREMY MAGGS: So what role do you see your organisation playing, if at all, in trying to resolve this situation? Where are you applying pressure now?

Calls for Increased Protection by Army, Peacekeepers in DR CongoThe Cooperative for the Development of Congo, a predominantly ethnic Lendu militia, has repeatedly attacked displaced people's camps in Ituri over the past two years, according to Human Rights Watch. Militia fighters killed at least 46 civilians, half of them children, and pillaged and burned a displaced people's camp on June 12, 2023, in the DR Congo's eastern Ituri province. The militia attacked the Lala camp at night, which accomodates mostly Hema displaced people. The fighters attacked 23 children, 13 women, and 10 men, and injured 8 others. Government soldiers and UN peacekeepers deployed in the nearby town of Bule, failed to intervene. The current cycle of violence and reprisal in Ituri, which erupted in December 2017, stems from longstanding issues not addressed since the early 2000s, when tens of thousands of civilians died in massacres between 1999 and 2007. Disputes inherited from colonial-era inequities over land rights and ownership, ethnic relations, meddling by regional powers, and the control of natural resources between communities, particularly between the Hema and Lendu, were a central issue then, and continue to be. In December 2022, the UN Security Council renewed the mandate of MONUSCO, at the time stressing that "the protection of civilians shall be given priority in decisions about the use of available capacity and resources." The council directed the mission to pay "particular attention" to civilians gathered in displaced people's camps like Lala. Unlike other UN peacekeeping operations elsewhere, the mission in the Congo is also tasked with carrying out "effective targeted offensive operations, to neutralise armed groups."
