DOUGLAS COUNTY, Colo. — The Douglas County Sheriff , its undersheriff and the county’s commissioners violated state labor laws by discou raging employees to vote on a collective bargaining agreement with the state’s Fraternal Order of Police, according to a letter of determination from the Colorado Department of Labor and Employment.The Nov.
