Rain and snow pummeled New York City as a storm gripped the US East Coast.NEW YORK - Heavy rain and snow wreaked havoc across the northeastern United States, sparking flood warnings and power outages, as extreme weather gripped both American coasts.

New York and New Jersey declared states of emergency to free up additional resources, as a powerful coastal storm called a"nor'easter" barreled across the region and New England. New York governor Kathy Hochul said the snow was going to"come down like a brick," as she urged residents not to leave their homes on Tuesday.

The storm, which arrived late Monday and is expected to cause hazardous conditions until it leaves the region on Wednesday, also impacted flights. Nearby Monroe County, next to the border with Canada, had recorded the highest snowfall in New York state as of Tuesday morning with nine inches falling overnight.
