'I will invoke the Alien Enemies Act of 1798 to target and dismantle every migrant criminal network operating on American soil,' Trump said at a rally on November 4.Trump's plan to combat cartel activity and curb illegal migration involves reintroducing his previous border enforcement policies, enlisting full military support to stop trafficking, including a naval blockade, and deploying Special Forces and cyber tools against cartels.
