The 41st IBCT returned home from a year-long deployment to Kosovo as part of the NATO-led Kosovo Force mission. The Secretary of Defense has authorized 200 members of the Oregon National Guard to perform federal functions for 60 days, including protecting federal property amid ongoing or potential protests. This decision has prompted a swift response from Oregon officials. Gov. Tina Kotek, Mayor Keith Wilson, and Attorney General Dan Rayfield held a virtual press conference to discuss a preliminary injunction filed against President Donald Trump and his order to federalize the troops under the Title 10 designation. AG Rayfield announced plans to file a temporary restraining order within the next 24 hours to prevent the deployment. Gov. Kotek revealed that she learned of the Title 10 invocation through an assistant of the president, who mentioned her conversations with the president yesterday. She expected to follow up today but received official notice through other channels.Gov. Kotek expressed strong opposition to President Trump's decision, stating it is unnecessary and unlawful. "For our country, sad day for Oregon, that the President of the United States does not listen to local leaders about what they need and how we can be in partnership," Kotek said. She emphasized there is no insurrection or threat to public safety in Portland that warrants military intervention. A Title 10 invocation allows the president to "call into federal service members and units of the National Guard of any State in such numbers as he considers necessary to repel the invasion, suppress the rebellion, or execute those laws," in an event where "the United States, or any of the commonwealths or possessions, is invaded or is in danger of invasion by a foreign nation; there is a rebellion or danger of a rebellion against the authority of the government of the United States; or the president is unable with the regular forces to execute the laws of the United States." Kotek criticized the President's actions and view of Portland, saying, "Despite this, and with all evidence to the contrary, he has chosen to disregard Oregonians' safety and ability to govern themselves." She pledged to prioritize the mission of the Oregon National Guard to protect Oregonians and described the deployment of military forces on local streets as an "abuse of power." The governor announced plans to work with the Oregon Department of Justice to file a temporary restraining order to prevent the deployment. "It's unclear what the mission is, and when you don't have a clear mission, you don't know when that mission will end," she said."Portland has a proud and longstanding track record for large peaceful protests and demonstrations," Wilson said. He urged the community to remain true to their values and continue peaceful demonstrations. Kotek and Wilson both reiterated the importance of lawful and peaceful expression, encouraging Oregonians to "not take the bait" and avoid escalating tensions. The governor reiterated her commitment to supporting the Oregon National Guard and ensuring their resources are used appropriately.
