LONDON—Weeks before Prime Minister Boris Johnson entered intensive care on Monday evening suffering from serious symptoms of the new coronavirus, he gave the job of steering the U.K. through the economic and public-health crisis triggered by the infection to Dominic Raab, the country’s top diplomat.
