“It is very difficult for people with disabilities to find affordable and accessible, safe housing in Pennsylvania," said Davis. "We are working on it." They say it violates the Fair Housing Act and those who pushed for the regulations say they’re needed to keep housing units safe incase of a fire – and that landlords should be shouldering the cost.
