Racial minorities and women continue to be underrepresented at the upper echelons of U.S. spy agencies, even as the percentage of minorities working in the vast U.S. intelligence community edged up slightly last year, according to a new government report

The annual demographic study by the Director of National Intelligence’s office is the latest to documentof spy agencies that run human spies, intercept adversaries’ communication and collect satellite images. The study published Thursday found that in the federal government’s fiscal year 2020, which ended Sept. 30, the percentage of minorities in the intelligence community’s civilian workforce edged higher to 27% from 26.5%, while the percentage of women remained constant at 39.3%.

Women and minorities have less representation at the most senior pay grades, although both notched slight increases in the upper ranks last year,The U.S. intelligence community, which comprises 18 civilian and military agencies and offices, employs tens of thousands of people.
