A Santa Clara County Civil Grand Jury report found similar distrust between councilmembers and staff.

An independent investigation into the conduct of Cupertino City councilmembers revealed “abusive and controlling behavior” from former Mayor Darcy Paul and a culture of distrust in city staff from two current councilmembers has significantly interfered with city operations.

In the fact-finding report, which the council voted 3 to 1 last week to publicly release — Chao voted no and Moore recused herself — Daube said that Chao and Moore sent “voluminous email requests for additional and duplicative information” about staff recommendations on council actions. In interviews with Daube, both councilmembers acknowledged they have trust issues with the city staff.

Similarly, the investigator found that Chao also conducts her own independent research and that she has frequently believed that “staff has made errors in their analysis and has relied upon incorrect information.” In an email, Chao criticized the investigation, saying that the “political power brokers have tried to influence the city council and staff through anonymous undisclosed interviews.”
