David Trone have joined a nonprofit group's push to enact congressional term limits. The organization, U.S. Term Limits, has been advocating for decades for citizen legislators over career politicians. “ and Trone will have these megaphones, where they will deliver this message from the grassroots to the national stage,” Tomboulides said. “And we think it will have a very big impact. We've always been kind of like a no-name movement, very popular among the grassroots, not so popular with the politicians on Capitol Hill. But now we have two very, very big names, two heavyweights, who are going to come out punching for this. And we think it's going to be a game changer.”Tomboulides said term limits enjoy bipartisan support.Congress has the power to pass a constitutional amendment establishing term limits, which would then need to be ratified by the states. But Tomboulides said federal lawmakers won’t act against their self-interest unless a greater interest emerges.So, U.S. Term Limits is working through the states, trying to get as many of them to jump on the crusade to cap how long members of Congress can serve.If 34 states pass resolutions, a convention will be held, and state delegates will vote on a term limit amendment. But Tomboulides said their real aim is to ratchet up political pressure on Congress until federal lawmakers have no choice but to address term limits themselves. “Congress should feel the heat once we're at 20, 25, perhaps 30 ,” Tomboulides said. “We're at 12 right now.” Tomboulides said if Congress takes the reins, current lawmakers can shield themselves from term limits with a grandfather clause. “And they will have to, because they know that once state legislators get close, those state legislators are going to be able to smell blood in the water,” he said. “They'll be able to smell job opportunities. They'll want to move up and run for Congress. They'll want open seats as soon as possible. Congress can't allow that to happen. So, they'll report out an amendment that includes grandfathering for the current incumbents. And we're OK with that."He said term limits would incentivize people from more walks of life to run for Congress. “You don't have businesspeople doing business regulations. You don't have health care workers doing health care. You don't have teachers doing education policy. It's a very closed system. It's a very entrenched system,” Tomboulides said. He said term limits would blunt the power of incumbency, improve elections, and break down barriers to fresh ideas in Congress that serve the American people. The counterargument to term limits might be that Congress is a complicated place, and experience matters.With the shutdown, people are absolutely disgusted, because it's clear that with all the political experience we have on Capitol Hill, Congress is incompetent,” he said. “They're not capable of doing their basic job.”Thirty-six governors have term limits, as do the mayors of nine of the 10 largest cities and members of 16 state legislatures, Tomboulides said.
