Independent investigator found Dan Quirk badgered city employees and consultants and failed to follow city policies
Del Mar City Councilmember Dan Quirk this week was censured a second time by his colleagues, this time for bullying city employees and releasing confidential information.
'All of these issues took time away from Jones' primary work responsibility,' Moisa said. Moisa contracted Betty Kelepecz, a former Los Angeles police officer and Port of San Diego police chief, to complete the investigation. Kelepecz interviewed 15 people including Jones and Quirk, Moisa said. Three others declined stating they feared retaliation.
