The owner of a Honda Civic hit by a federal employee was given no explanation for the delay in settling the claim.

“The review for your claim has been completed,” an analyst in the FAA’s office of operations and legal support wrote to Kuritz on June 20. “To proceed, please find attached our 197 JFICS Settlement Form.”Kuritz’s daughter, Dessa, was making her way through a parking lot in Linda Vista when she was bumped by a car driven by an FAA employee.
