Dauphin County DA Blames Parenting for Rise in Youth-Led Shootings

The Dauphin County District Attorney's Office is attributing recent shootings, including the fatal shooting of Candie Gibson and Cory Swan, to gang activity. While authorities are investigating whether the two incidents are connected, they suspect young people are responsible and call for increased parental involvement in curbing youth violence.

The Dauphin County District Attorney's Office declared Saturday's shooting on Hummel Street, which tragically claimed the life of 57-year-old Candie Gibson, as most likely gang-related. However, Gibson was not the intended victim. On Monday, a separate shooting on North 18th and Cameron Street resulted in the death of 19-year-old Cory Swan. Authorities believe this incident was also linked to gang activity.

Chief Deputy District Attorney Stephen Zawisky disclosed in an exclusive interview with CBS 21 on Wednesday that young individuals are suspected of being behind the shootings. While it remains unconfirmed whether the two shootings are connected, Zawisky noted that they appear to follow similar patterns.Zawisky stated, 'I think this may be controversial, but I think parenting plays a major role in the situation.' In an effort to understand how authorities plan to hold parents accountable, CBS 21's Maxine Rose engaged in a conversation with Zawisky. 'Well, number one, we don’t want individuals to get shot on the street,' Zawisky responded. 'Sunday morning at 12:30 a.m., I got a call at my house, and I went out to that crime scene staring at an 18-year-old kid whose life was ending. That’s horrible. And then, a woman who was sitting in her living room has her life ended at 57 because a bunch of kids decided to have a shootout in the city street,' he continued. 'We need to apply these curfews, apply rules, make sure these kids are going to school, look for the indicators. Are they talking about drug activity? Are they talking about gun activity? Watch their social media.'Zawisky acknowledged the complexities of establishing parental culpability. He explained that proving a parent was aware of their child's intent to commit a crime or even the presence of a firearm in the house is challenging. While he believes parents are implicitly complicit in some of this behavior, he lamented, 'unfortunately, our hands are tied at this point.' Zawisky asserted, 'Absolutely. I mean, the police are out there patrolling the streets. We can only do so much. We can’t put an officer in every household, we can’t put an officer on every block 24/7. If the parents really stepped things up, then absolutely I think we’d see the shootings go down, 100%.', emphasizing the vital role of parental responsibility in curbing gun violence.
