The rate of hemorrhaging deaths among Black women during childbirth in Texas increased through 2020, as the rate for all other demographic groups dropped, according to data obtained by a Democratic lawmaker.

Rep. Donna Howard of Austin said Tuesday that she was urged to request the data last month by the then-outgoing health services commissioner, Dr. John Hellerstedt. Hellerstedt, who was appointed by Republican Gov. Greg Abbott and who is now retired, was also the person who signed off on the delayed maternal mortality report.

The data show that new interventions meant to lower the rate of preventable, life-threatening hemorrhaging appear to be working for white and Hispanic women in Texas. The interventions are part of a program known as the Alliance for Innovation in Maternal Health, or AIM, and are supposed to help standardize the way in which women are cared for during and after childbirth. Texas hospitals began voluntarily participating in the program in 2018.

"Despite overall improvements in the SMM rate involving obstetric hemorrhage, Non-Hispanic Black women remain disproportionately impacted," a summary of the data states.
