Money really doesn't solve everything.
One of the largest complaints levied at DC's Batman is that if he simply used his money better, he'd be able to save Gotham City. This claim seems to have some merit, considering Daredevil once saved his city by donating millions to charity, but on a closer look, it's really not that simple.

Early on Matt's secret identity as Daredevil is leaked to a local newspaper, and Matt's life goes straight to hell right after.
Matt Murdock Saves Hell's Kitchen Matt's girlfriend at the time, Milla, works at the Housing Commission and knows exactly where the money would do the most good if it was invested. Together, the two of them greatly improve the quality of life for the people who live in New York City.
Batman Can't Save Gotham With Money Alone It turns out that the villains Batman and Daredevil face are simply too different. Daredevil fights criminals like Wilson Fisk aka the Kingpin. For all of Kingpin's faults, he actually is good for the city's economy, even the FBI admits it. Kingpin needs New York, he doesn't want to destroy it. The majority of Daredevil's villains are far more focused on destroying Daredevil as opposed to his city.
When Bruce Wayne first started his campaign against crime, his biggest foes were regular criminals and corrupt officials. Over time, his rogues' gallery evolved to include the outlandish foes he regularly finds himself up against. Therefore, despite his best attempts, Batman simply can not save Gotham with money alone. The villains and threats Batman fights are almost entirely fixated on destroying the city in their quest to hurt him.
