Commentary: Underneath the public unity between Joe Biden and Volodymyr Zelenskyy lie some stark differences in approach and policy.

The Ukraine war’s one-year mark came and went with heavy hearts, deep reflections and intense symbolism. Ukrainian President Volodymyr Zelenskyy spent Feb. 24 remembering the fallen, girding the Ukrainian public for the year of heavy fighting ahead and reiterating his call for an unambiguous defeat of Russian forces.

Yet underneath the public unity between Biden and Zelenskyy lie some stark differences in approach and policy. As surprising as it may sound, the U.S. and Ukraine don’t share the same exact interests, goals and priorities. As the Ukrainians patiently wait for Western battle tanks to arrive and plan to wage another counteroffensive in the spring, those differences are likely to rise closer to the surface.

Last month, Zelenskyy jetted to London, Paris and Brussels, where he tried to convince European heads of state to accelerate shipments of heavy armor and ammunition to Ukrainian forces, like those in the eastern city of Bakhmut, who are stuck defending against waves of Russian prison convicts surging toward their positions.

Second, Ukraine and the U.S. diverge on how the war should end and what a so-called “just peace” actually looks like. Zelenskyy, for instance, has been strongly opposed to the notion that he should sit down with Russian President Vladimir Putin to discuss peace terms.
