Those complexes are densely populated, have lots of streets that swirl around buildings “like an octopus,” have too many dead-end cul-de-sacs and little natural line of sight to units, Smith told the committee.
The department since July 2022 has targeted five of these complexes, among the worst centers of violent crime in the city, as part of the “Place Network Investigations” component. By stepping up patrols, parking squad cars with lights flashing and talking more with tenants, police have made 146 arrests resulting in 179 felony charges and the removal of 105 firearms off the streets, according to a public safety committee briefing document.
Police have attempted to involve other city departments to address issues that contribute to crime. But the plan’s success “has been hampered by a lack of coordination across city departments, and the strategy has relied too heavily on traditional policing other than multidisciplinary solutions as originally intended.” That’s disappointing.
