The City Council voted 11-4 to forward the proposal to the Nov. 5 election ballot.

Despite that, Mayor Eric Johnson and council members Carolyn King Arnold, Cara Mendelsohn and Kathy Stewart voted no to forwarding the proposal to the election ballot.Dallas would be the largest city in Texas to ban arrests for low-level pot possession if voters approve the proposition.
Dallas City Council members West, Adam Bazaldua, Zarin Gracey and Jaime Resendez announced support in June for a Dallas marijuana decriminalization charter amendment.Mendelsohn echoed her apprehension on Wednesday, saying she believed “this will most certainly be a benefit to drug dealers and drug houses.”
