McGough, a former assistant city attorney, alluded to a contract being something he believed was legal, ethical and approved under the city charter. He said during the public comment portion of the meeting, “these special circumstances require special measures.””The ask is: take the steps, give him a contract, give him and his family enough assurances that the city of Dallas values his leadership,” McGough said in March.

Under Dallas’ city charter, the city manager has the authority to hire and fire the police chief and most other city department directors.
