The city budget approved this week includes a new stipend to cover car-related expenses council members will receive in addition to their salaries set by the City Charter.
It was the only one of nearly two dozen budget amendments this year that wasn’t publicly explained and discussed before the council voted. Council member Adam Bazaldua, who proposed the stipend budget amendment, said he consulted the city attorney’s office before making the proposal and was told there were no issues.The Dallas Morning News
At least 13 members of the City Council indicated via a straw vote that they were in favor of the amendment when it was proposed Sept. 21. For budget amendments, the mayor and council members hold up a green card to show they are voting for a proposal or flip it over to show a red card if they are in opposition.
City Attorney Chris Caso didn’t respond to a request for comment on whether the lump sum stipend could be in conflict with the City Charter. Bazaldua said in proposing how much council members will receive he used Broadnax’s $700 allocation as a baseline and added $300, which Bazaldua said was the average amount of mileage reimbursement for the City Council according to city staff.
