If this year’s large surprise surplus budget is indeed a flash in the pan, finance minister Donna Harpauer should take a bow: her steadfast and consistent response of “no” in response to calls by the NDP and unions to make huge one-time investments in health care and social programs with the surplus will prove to have been the right one, especially if the extra cash doesn’t materialize again.
