Gauteng Premier David Makhura recently announced that South Africa is looking to cannabis agribusiness as a key strategy for job growth and economic development.
This confirms that governmental attitudes to the plant are rapidly transforming. Only two years ago, the Constitutional Court decriminalised the private use of cannabis.
Formal restriction of cannabis possession, cultivation and trade in 1923 through a customs amendment act; The awakening of a new determination to stamp out dagga coincided with the election of the National Party in 1948. It formed an inter-departmental commission to investigate dagga that very year, influenced also by the push from anti-narcotics campaigners in the US.
Growers attacked raiding officers, killing five policemen. For their deaths, 23 men were convicted; all but one received the death penalty by hanging.
