The district attorney called the case 'a tragedy involving a misapprehension of the circumstances' by Paul Kattouf and the man who shot him.
The Dauphin County district attorney said a deadly shooting in Harrisburg last month was self-defense, and no criminal charges will be filed.District Attorney Fran Chardo outlined the events leading up to the death of 52-year-old Paul Kattouf on June 23:A pregnant woman was driving her boyfriend to work on the West Shore, and her 7-year-old child was in the back. They first saw Kattouf's car at Front and Reily streets, where he yelled at their car over a traffic matter.
Kattouf approached the family's car and deployed pepper spray into the open passenger side window. The pepper spray hit all three people in the car.The driver grabbed her pistol. She was unable to fire it because of the pepper spray, so her boyfriend took it and fired one shot at Kattouf. He was struck in the chest.Both the woman and the man had a license to carry a concealed firearm, according to the district attorney.
