Phantom Liberty's Balls to the Wall quest involves making a tough choice with unclear outcomes - and certain decisions can end in disaster.

Going to the Needle, V will find that Paco is already dead, his body hanging upside down by wire with the head cut off. After a short text conversation with Babs, who ends up safe and not suspected of any involvement in the theft, the quest will end on a sad note.
While the quest still ends on a sad note, with Paco realizing that his new affiliation might pit him against Babs, he rewards V with 8,000 eddies and an iconic Assault Rifle, the Carmen. Choosing instead to make use of V's contacts gives the ability to ask either Panam, River, or Rogue for help, but only if their personal quests have been completed beforehand.
To get Panam, River, or Rogue to help, the quests "Queen of the Highway," "Following the River," and "Blistering Love" must have been completed beforehand, respectively. Out of the three choices, framing Yuri in "Balls to the Wall" is the worst from a reward standpoint and gives the bleakest ending, with Paco dead by the end of the job. Helping Paco escape gives a decent chunk of cash and the Carmen, but leaves his future uncertain, and making use of V's contacts gives what is likely the overall best ending, with a Skill Shard and the Carmen as rewards and Paco and Babs both safe.
