Cuyahoga County agreed to pay $1 million to the family of a 1-year-old girl who choked to death on a piece of paper product after she was placed in foster care.
Mandisa was 22 months old when she swallowed what investigators believe was a paper towel after her foster mother, Angela Owens, left the girl and her 10-year-old foster sister alone in the older girl’s room on June 15, 2020.
The county in June agreed to pay Aniya’s father, Mikhail Garrett, $3 million to settle a wrongful death lawsuit. The county agency in April 2020 again took custody of the girl away from her parents, citing the same issues as before, and placed her back with Owens.
