SNAP was never intended to cover the entire food budget for the household for a month, just as food pantries aren’t intended to be the sole source of groceries for families. But that’s what they’re becoming.

Hunger centers and food pantries through the Hunger Network and Greater Cleveland Food Bank are also doing what they can to prepare for the expected increase in reliance on their services. But they’re concerned too, knowing they will never be able to fully meet the area’s needs.

“SNAP provides nine times the amount of meals that all 199 food banks do collectively across the country,” Morgan said. “So, when there are cuts to SNAP...food banks across the country simply can’t make up the difference.” “They said I made too much,” she said, laughing. “So, I ate less, started going to the food bank, and I accept dates now that I didn’t before.”

Jeffrey, 61, is one of the seniors on fixed incomes preparing to see his benefits slashed by about $95 a month. He hasn’t been able to return to work as an HVAC technician after getting a double knee replacement two years ago and being diagnosed with Crohn’s disease, which causes chronic inflammation of the gastrointestinal tract. The pantry has helped him “navigate this horrible system of getting older and poorer,” he said.
