On Wednesday, hospitals there began to transform some conventional beds into intensive care units, and entered Phase Two of their health-crisis plan after existing intensive care units exceeded capacity for the first time. At another local hospital, the United Memorial Medical Center, the unit dealing with coronavirus is on the verge of overflowing.
