THE Court of Appeals (CA) has affirmed the decision of the Office of the Ombudsman ordering the dismissal from the service of four employees of the Bureau of Immigration (BI) for their involvement in extortion and other illegal activities related to the controversial 'pastilla scam.'
The so-called 'pastillas scam' is a form of extortion victimizing Chinese nationals in exchange for their unhampered entry into the country or without instituting the necessary checks, screening, or profiling for arriving foreigners.
According to the appellate court, it was established that Albao and Binsol were among the 'bosses' of those who controlled and managed the pastillas scheme.'To begin with, the Court finds that there can be no doubt as to the existence of the pastillas scheme in the BI and the conspiracy among some of its employees to perpetrate the scheme.
