Cllr Marlene Haworth voluntarily paid a fixed penalty fine of £75

An East Lancashire local authority leader has confessed to dropping a cigarette butt in a town centre in contravention of it strict rules on littering.

The incident happened outside accrington-town-hall>Accrington Town Hall on Wednesday last week after a heated debate at the borough’s planning committee which approved the controversial proposal for a new £12million leisure complex at Wilson’s Playing Fields subject to final government consent.Cllr Haworth made her confession at the start of today’s Hyndburn Council cabinet meeting.

“When the individual had left the scene and I judged it to be safe, I immediately went back outside, picked this up and properly disposed of it. Despite the circumstances that led to this I voluntarily requested a fixed penalty notice and I have now paid this.
