Separate draft agreements released Tuesday and Wednesday also outlined a possible deal over the rules of the Paris accord of 2015, one of the summit’s key objectives. Still, the texts suggested wide differences between governments over some of the summit’s biggest ambitions, as well as nuts-and-bolts issues that will be key to any final deal.
