Los Angeles district attorney Steve Cooley announces the arrest of eight current and former Bell city officials in connection with misappropriation of funds at the Clara Foltz Criminal Justice Center in Los Angeles Sept. 21, 2010. LOS ANGELES – Los Angeles County District Attorney Steve Cooley on Tuesday filed charges against eight current and former Bell city officials for their roles in an alleged $5.5 million corruption scandal.
Cooley accused Rizzo of taking $4.3 million from the city and arranging for the other defendants to take a combined $1.2 million.Also arrested were Rizzo’s former assistant Angela Spaccia, Mayor Oscar Hernandez and City Council members Luis Artiga, Teresa Jacobo and George Mirabal. DA spokeswoman Sandi Gibbons said none of those charged can be released from the county jail until each proves the source of their bail money is legitimate.
“Given the sheer volume of charges levied against former Bell Chief Administrative Officer Robert Rizzo and former Assistant CAO Angela Spaccia by the District Attorney, it is clear that Rizzo and Spaccia were at the root of the cancer that has afflicted the City of Bell,” Carrillo said in a written statement.
Rizzo sent back incomplete records and investigative grand jury subpoenas were issued, according to court documents. Those subpoenas sought employment agreements, payroll records and loan documents. A review of the items revealed that “crimes … had been committed.”
