Cook County watchdog previously determined former Cook County Commissioner Deborah Sims retaliated against staff member.

Former Cook County Commissioner Deborah Sims is seen during a Cook County Board meeting in Chicago on July 17, 2013.

The decision must still be approved by the full county board Thursday but if it is OK’d it would cap off off a yearslong saga first brought to light in 2021 when Cook County’scomplained thather inappropriately. That aide had worked for Sims for more than a decade and was tasked with community outreach for the commissioner that included attending meetings with local ministers, civic leaders, community organizations, and other events, she said in a complaint filed with the state.

“The Complainant was frightened, humiliated, and degraded by this behavior,” the complaint stated, but “was afraid of complaining to anybody for fear retribution” from her superiors. The aide rejected the chief of staff’s advances, and afterward, he “refus to answer” her work calls and “falsely” told her that meetings had been canceled, the complaint said. The aide also thought the chief of staff complained about her work ethic to Sims “despite having no cause to do so.

According to the complaint, Sims arranged a May 2017 meeting at her district office in Posen with the chief of staff, the aide and the aide’s husband. The aide said the meeting included a “mortifying” exchange about a romantic relationship between Sims and the chief of staff and that, after the meeting, the aide detailed various forms of retaliation she faced between that spring and when she was fired more than four years later.
