Brandon Council , whose federal death sentence was commuted by President Joe Biden, is now seeking compassionate release from prison. Council's sentence was among 37 commuted by Biden on Monday, and his punishment was changed to life in federal prison without the possibility of parole.

Council was originally sentenced to death for the 2017 murders of Donna Major of Conway and Katie Skeen of Green Sea during a robbery at a Conway CresCom Bank. On Friday, he filed a motion in federal court requesting compassionate release, citing "extraordinary or compelling circumstances."In his filing, Council argued that the conditions at the Federal Correctional Complex in Terre Haute, where he was incarcerated in solitary confinement, was a form of torture. Council claimed that his administrative detention classification resulted in permanent solitary confinement, which he described as "psychologically harmful."Council referenced the United Nations Convention Against Torture and Other Cruel, Inhumane, or Degrading Treatment or Punishment, a treaty ratified by the United States, in his request for administrative remedy. However, he wrote that his requests to be removed from solitary confinement have been consistently denied.
