City commissioners say backers of the richly funded commission cutting measure Proposition D didn’t consult them and it's “appalling” policy
Margaret Brodkin said she shed tears when she first read the Proposition D provision that would delete from the San Francisco City Charter the Juvenile Probation Commission she leads as president and helped to get voter-approved in 1989.
Brodkin, who says her commission has helped The City develop a more rehabilitative approach to juvenile justice that is a national model, was one of several 1of members serving on bodies that could be eliminated as a result of Prop. D — including the Health Commission overseeing The City’s two public hospitals — who said they weren’t consulted in the writing of the sweeping measure and were surprised by its provisions.
“The City doesn’t have to get rid of them,” Cheng said when asked about one advisory council member’s objection to being removed from the charter.Cheng rejected the charge that Prop. D was cooked up in secret, saying it was developed in consultation with the Rose Institute of State and Local Government, a think tank at Claremont McKenna College in Los Angeles County, and other “stakeholders.”
That came as news to Christin Evans, a commissioner on the Homelessness Oversight Commission, the only body on that list which would be eliminated from the charter. It says city government has been hobbled by a corrupt, unaccountable, unelected, bloated commission system that too often interferes with the mayor and others getting work done while also insulating government officials from accountability. TogetherSF Action gave The Examiner a list of 25 commissions it said would be removed from the city charter and 22 that would be retained. In addition, the group provided an estimated list of 26 additional commissions it said Prop. D would retain to meet state or federal requirements.
