The report by the Advanced Law Enforcement Rapid Response Training, or ALERRT, stated the initial group of law enforcement officers lost momentum after being fired on by the suspect and subsequently failed to follow ALERRT training protocols. The unanswered question is why the officers’ momentum was not restored more quickly. Law enforcement reports indicate the situation was being treated as that of a barricaded suspect; however this seems inconsistent with publicly available information.
Understanding this tragedy requires an independent investigative effort tasked with fully identifying the thinking and psychology behind why officers did not follow protocols or leadership did not emerge to direct officers to terminate the threat and provide aid to the wounded more quickly.
