He emphasized that officers are bound by the information they can observe and that previous calls for service increase their awareness and alertness upon subsequent visits. The harrowing details of Wednesday's situation emerged from a 911 call placed by the property manager. The caller described an appalling environment, stating that the children were covered in flies, surrounded by food, dirty diapers, feces, and debris from outside. Sgt. Fuqua highlighted the crucial role played by the property manager's intervention, suggesting that a delayed response could have resulted in a far more dire outcome for the children.
