At the opening of his press conference, Attorney General William Barr says he will transmit the Mueller report to Congress at 11 a.m., and the Justice Department will then post the report online. Mr. Barr thanked Special Counsel Robert Mueller for the “thoroughness of his investigation” and for “exposing the nature of Russia’s attempts to interfere in our electoral process.
Mr. Barr says he and Deputy Attorney General Rosenstein disagreed with Mr. Mueller on some legal theories; but Mr. Barr says he and Mr. Rosenstein accepted Mr. Mueller's legal framework in reaching conclusion that President Trump didn't commit obstruction.Mr. Barr says evidence shows Mr. Trump was “frustrated and angered” by a “sincere belief” the investigation was undermining his presidency.

Asked whether the legal team had received any guidance from the Justice Department during the writing of their counterreport, Mr. Giuliani said: “Zero.”
