Propositions S, T and U mandate the city hire around 900 more officers and spend at least half of any new revenue annually on the police and fire pension system and other public safety-related initiatives.The propositions would also tie the city manager’s bonuses and job status to the results of an annual community survey of at least 1,400 residents and open the city to litigation from anyone who believes the city isn’t following the charter, state laws or city ordinances.
Supreme Court ordered Dallas to rescind the proposals because they didn’t explicitly say that they would cancel out three other possible charter changes But coming up with solutions can be a very difficult exercise, Leppert said. “And sometimes, if it’s not thought out well, those end up being counterproductive.”Prop T, which would attach what the city manager does to a community survey of 1,400 could hamper the work the city’s CEO does and could also deter new candidates from applying for the job, Leppert said.
