During this time, patients were required to pay their hospital bills in full, including the portion that would later be covered by the Philippine Health Insurance Corp. .

This lack of clarity and oversight has delayed the disbursement of the refunds, raising concerns about the handling of public resources.COA recommended that the City coordinate with the chief of the hospital to identify patients with outstanding refundable hospital bills and process the distribution of these refunds to both patients and doctors entitled to them.
