Published: Nov. 01, 2024, 3:41 p.m.CLEVELAND, Ohio – Cleveland Public Power is poised to raise its base rates for the first time since 1983 to address rising costs and the need for more infrastructure improvements at the city-owned utility.If approved, the change is set to go into effect in 2025, when the average residential user’s bill will rise about $6 more per month than it costs today. In 2026, it’ll cost such users another $4 per month on top of that.

While the energy adjustment charge changes from time to time, it’s the base rate that has gone unchanged for over four decades. These dynamics, on top of supply chain issues and other financial hurdles, have resulted in “budget pressures” over the last several years that need rectified in order to stabilize and improve CPP’s financial health, Troy and Utilities Director Martin Keane said.

While the rate increases in 2025 and 2026 won’t be able to immediately deliver that level of investment, they are expected to provide a substantial increase from the current annual spend – about $5 million this year – to nearly $10 million in 2026, officials said.Rates may go up again in the years after 2026, Keane had said, but no decisions have been finalized, and city officials haven’t said how much that could impact future bills.

Existing rates for residential households amount to 7.74 cents per kilowatt-hour June through October, and 6.55 cents per kilowatt-hour November through May. Once a customer uses 1,000 kilowatt-hours in a given month, the rate for additional usage drops.
