The law change, proposed by Councilman Brian Mooney and passed Monday by two council committees, is expected to go up for a final vote before council on Monday night.

CLEVELAND, Ohio – Cleveland City Council is poised to ban conversion therapy for LGBTQ youth and impose criminal penalties for mental health professionals who provide it.

If convicted, the city would be required to report the individual to the relevant licensing board, commission or entity in charge of reviewing conduct, which could then revoke the professional’s license. Hastings told council members that city-level bans on conversion therapy are needed because Ohio’s state government has failed to intervene. A state-wide ban was, but has languished since then. During the same time, state legislators have taken up and advanced anti-LGBTQ bills, including a transgender sports ban for youth that’s already won approval from the House..

Hastings told the council committee that there is no evidence that conversion therapy provides any therapeutic benefit, but research shows there are a host of negative outcomes, including low self-esteem, depression, suicidal ideation and substance abuse.
