In short, the proposed deal would have Cleveland exchange property tax increases that are otherwise earmarked for Cuyahoga County social services, libraries, parks and other public agencies, go to a 35-acre Bedrock-led redevelopment of Tower City Center and the eastern bank of the Cuyahoga River. Bedrock plans to add 2,000 residential units, over a million square feet of retail, entertainment and office space, and 12 acres of public riverside parks and promenades.

Affordable housing, jobs for Cleveland residents, and Bedrock-funded workforce development initiatives are some of the highlights of the community benefits package that’s still being finalized by Bibb and his administrators. Norm Edwards, president of the local Black Contractors Group, had a much more critical view, saying he opposed the Bedrock deal. Edwards said during Tuesday’s public meeting that Cleveland’s yearslong efforts to create more community benefits from large projects has been a failure.

Gateway. Polensek said he’s still waiting for that project to deliver the tens of thousands of jobs that were promised back in the 1990s in exchange for public subsidies. But aside from those moments of skepticism, City Council members, including development committee Chair Anthony Hairston, seemed to largely praise Bedrock’s community benefits package.
