But costs, largely financed by city bonds backed by airline fees, ballooned, and the project fell significantly behind schedule. Ald. Matt O’Shea, 19th, chair of the City Council’s Aviation Committee, praised the revised phasing plan as “great news.” “I think we move forward,” he said. “Everyone wanted a Cadillac fully loaded. And it’s not going to be that, but we’re going to modernize it, we’re going to allow for growth and we’re going to stay competitive.”
