Joburg residents have been complaining of bills remaining the same even with rolling blackouts.
"City Power is allowed to bill estimates for a period of three months and estimate is based on 12 months usage," City of Joburg Finance MMC Julie Suddaby explained.
"When [the] power goes off and it comes on again especially now in winter, geysers will cool too much and when power comes on it will use more power to heat up. It's like starting a car, it will use more fuel when starting. "When the power goes off we forget to switch things off and when it comes back, maybe at 2am, then there's a huge spike that could possibly take place at that time."
