The city of Los Angeles has a nearly fifty-year history of buying run-down hotels to operate as Skid Row housing.

Back in 2007 or 2008, the L.A. Chamber of Commerce released a report on the history of “Skid Row” in Los Angeles. The area of downtown east of the Financial District was described as “a fifty-block sector” generally bounded by Main Street on the west, Alameda Street on the east, Third Street on the north and Seventh Street on the south.

Many displaced farmers and workers who came to Los Angeles during the Great Depression of the 1930s settled permanently in the area, but “it was after the Viet Nam era that the demographics of the area changed from predominantly elderly, white and alcohol-dependent to predominantly young, nonwhite and drug-dependent.”

An “unintended consequence” of this policy was that “other communities” then “shipped their homeless and problem populations to downtown Los Angeles.”Around the time of that report by the L.A. Chamber, in 2007 the city of Los Angeles agreed to settle a lawsuit by the ACLU to stop the enforcement of Municipal Code section 41.18, which read, “No person shall sit, lie or sleep in or upon any street, sidewalk or other public way,” unless they were attending a parade.
