According to the letter, the city is investigating Baer for issues involving harassment, intimidation, retaliation, threats of discipline, misuse of position, improper expenditures, failure to adhere to deadlines, and timekeeping violations.As a part of this process, Baer is not allowed on city property and cannot have contact with any city of Circleville employees. He also is not allowed to represent the city of Circleville in any way while on leave.
